Overview of Special Economic Promotion Zones
The Eastern Special Development Zone Act B.E. 2561 (2018) defines a “Special Economic Promotion Zone”
as an area within the EEC designated by the Eastern Special Development Zone Policy Committee
for the purpose of promoting investment, and for developing and supporting one or more targeted industries.
These zones may also be established to encourage related businesses, facilitate activities that advance targeted industries,
and promote the transfer of knowledge and expertise from high-potential operators, educational institutions, and research organizations.
The Policy Committee is entrusted with the authority to determine the boundaries of each Special Economic Promotion Zone
and to prescribe, as appropriate, the benefits and incentives available for operators residing or located within each zone.
The Act empowers the Secretary-General to grant approvals, permissions, licenses, or consents, and to accept registrations or declarations under the applicable laws:
- The law on land excavation and land filling
- The law on building control
- The law on machine registration
- The law on public health
- The law on immigration, solely for the purpose to permit foreigners under Section 54 (1) or (2) to stay in Kingdom
- The law on commercial registration
- The law on factories
- The law on land allocation
Objectives of Special Economic Promotion Zones:
- Develop and promote specialized targeted industries that are not conflict with one another.
- Encourage activities or businesses that support the development and promotion of specialized targeted industries.
- Facilitate the transfer of knowledge and expertise from operators within the Special Economic Promotion Zones, educational institutions, or high-potential research organizations, in alignment with proper land-use planning, relevant laws, and considerations for community relations, public health, and environmental sustainability.
