Public Utility Infrastructure
the Eastern Economic Corridor Office of Thailand (EECO) is mandated to prepare an infrastructure and utilities development plan in accordance with Section 29 of the Act. In coordination with the Department of Public Works and Town & Country Planning (DPT), EECO also develops an infrastructure and utilities development plan under Section 30, which is subsequently submitted for approval to the EEC Policy Committee and the Cabinet.
In the past, the EECO, in collaboration with relevant agencies, has developed an infrastructure and public utilities action plan
for the Eastern Economic Corridor (EEC). The plan, approved by the EEC Policy Committee and the Cabinet,
has been implemented in two phases to align with the development priorities and local context during each respective planning period, as follows:
The Infrastructure and Public Utilities Action Plan Phase 1
to support the Eastern Economic Corridor (EEC) was approved
by the EEC Policy Committee on 1 February 2018 and subsequently approved by the Cabinet on 30 October 2018.
The plan comprises 168 projects scheduled for implementation during 2017–2021.
The Infrastructure and Public Utilities Action Plan Phase 2
for 2023–2027 within the EEC was approved by
the EEC Policy Committee on 7 January 2022 and
subsequently approved by the Cabinet on 28 June 2022.
The plan comprises 77 major projects with
100 sub-projects, scheduled for implementation
during 2023–2027.
The Action Plan was promulgated as part of the EEC Policy Committee announcement on
the EEC Land Use Plan and the Infrastructure and Utilities Development Plan for the Eastern Economic Corridor, B.E. 2562 (2019). It was published in the Royal Gazette, Volume 136, Issue 301 Ngor, and has been in effect since 9 December 2019. The plan will remain in force until the Ministry of Interior issues a notice enforcing the comprehensive plan within the designated area, which will replace the maps appended to the EEC Policy Committee announcement in accordance with Section 32. Currently, the Department of Public Works and Town & Country Planning (DPT) is preparing a new comprehensive plan to ensure alignment with the development plan formulated under Section 30.
In order to ensure that the development of essential infrastructure and public utilities is suitable for citizen settlements, socio-cultural contexts, and ecosystems, while also supporting target industries, special target industries, and business operations, the EECO has designed its development and action plans to focus on promoting key infrastructure and utility systems. These plans are aligned with the provisions set forth in Section 30, Paragraph 2 of the EEC Act, namely:
- Development of transportation and logistics systems
- Development of information and communication technology systems
- Development of secure and reliable energy infrastructure
- Development of water management systems
- Development of pollution control systems
- Development of disaster prevention and mitigation systems
