Overview of the Laem Chabang Port
Development Project Phase 3
Project location: Thung Sukhla Subdistrict, Si Racha District, Chon Buri Province
Project owner: Port Authority of Thailand (PAT)
Project objectives:
- Increase the capacity to accommodate 7 million TEUs of container throughput per year, supporting growth from 11 million TEUs to 18 million TEUs per year.
- Handle 1 million vehicles per year, increasing capacity to support car throughput from 2 million to 3 million vehicles per year.
- Increase the proportion of freight transported by rail to 6 million containers per year, rising from 7% to 30% of total transport.
- Install an automatic container management system (Automation) and develop the port as a Green Port to reduce the national logistics cost from 14% of GDP to 12% GDP, saving approximately 250,000 million baht in transportation expenses.
Project elements:
- Terminal F1/F2: Capacity of 4 million TEUs per year; the PPP contract has been signed.
- Terminal E0: A multi-purpose terminal; selection of a private partner has not yet been initiated.
- Terminal E1/E2: Capacity of 3 million TEUs per year; selection of a private partner has not yet been initiated.

The works include the design and construction of infrastructure (land reclamation),
terminal buildings, roads, utilities, and a new double-track railway system,
as well as the installation of machinery, cargo handling equipment, and
information technology systems.

Construction permit for waterway encroachment
GPC received approval from the Marine Department on 21 November 2023 and the permit was renewed on 25 September 2025.

GPC has begun procurement for the EPC contractor and necessary equipment
Progress of the Laem Chabang Port
Development Project Phase 3 (Terminal F)
PAT signed the contract with the GPC International Terminal Co., Ltd. on 25 November 2021.
PAT is responsible for the construction of basic infrastructure and will hand over Terminal F1 within four years.
Infrastructure construction and land reclamation for Terminal F1 has been completed, and the reclaimed area is currently undergoing testing.
The private partner will construct the superstructure, completing Terminal F1 within two years.
Terminal F1 is expected to commence operations in 2027.
Terminal F2 is expected to commence operations in 2031.
